To answer question 1 it was Manchester United in 1994-95 finishing second with 88 points losing to Blackburn.

Question 2 is again Manchester United winning with a total of 75 points in 1996-97.

This is just the premier league which started in 1992 and doesn't include the top division which dates back all the way to 1888.

Manchester United have accumulated 88 points in 1994-1995 English Premier League season but they lost the Premiership title to Blackburn Rovers by only a single point. they also accumulated the least amount of points when they clinched the Premiership title in 1996-1997 season, only 75 points as their nearest challenger, Newcastle United, Arsenal & Liverpool all finished with 68 points.
