I'm absolutely not sure, about what it is.
We cant detect exactly where its coming from, but it sounds louder in the bathroom and the basement, and the bathroom, is right above the basement, obviously, and i was wondering what could cause such a phenomenon.

dont exclude the possibility that air in your hv/ac system could be the culprit

You could try to isolate by elimination all systems in house. Shut everything off Electric, water, gas . Then start turning up the systems one at a time....till noise returns. When you isolate a supply system then proceed to isolate further. ie turn off all individual devices on that system till noise happens again.
An ultrasound detector may be useful. Utilities use it to locate leaks. Cable repairmen ( phone company) could point unit at truck from 30 feet & pick up emergency flasher relay.
You might have a chattering relay or valve somewhere. Maybe leaky toilet valve. Shut that down first.

Maybe it's the gas coming through the gas meter?

Sometimes fluorescent lights can make weird noises.
