my friend got staff infection from her sister 2 years ago and now she is going out with someone and he always goes to touch there and she stops him. is that gross to have? should she tell him? do you think he will make a big deal?

Staff infections only last a few weeks when treated with antibiotics. There's no danger for contamination once it's gone. Get over it.
What's to be embarrased about? It's a cut in the skin that got infected. Big deal.

I think she should just tell him the truth. that way he wont feel as worse if he finds out by someone else. he should't make a big deal if he truly likes her.
