Is it possible to create an editable PDF using Formatting Objects?
I want to be able to let my users be able to download a PDF template from
the web. Then I want them to populate certain fields in the PDF document,
and save that PDF. When they upload that PDF again, I want to read their
input and update my DB. (Since there is a lot of fields to be updated which
would take several hours, I can't have them do this in the same Web
session, hence the need for them to do this offline.)

Adobe Acrobat professional has the form tools you would need to make the fields editable as well as assign a form name for use when inserting into your database.

If the PDF is examine in simple terms, it fairly isn't any longer an editable checklist. it fairly is in simple terms a "image" of the checklist. A conversion utility might must be used to recreate it in word. the entire version of Adobe Acrobat will show you how to transform the PDF to a text textile record (or comparable record), import that into word after so which you are able to format and edit the text textile. in case you have in simple terms the Adobe Reader put in, you will no longer be able to transform it.

Hey Quickthin, I haven't used this program myself, personally, but I remembered seeing over on PC World's website. It's free, and from what I read, you can even designate a password to limit what users can print, copy or MODIFY the pdf documents you've created. It sounds like what you may be looking for in a program, and as always, you gotta love the price: FREE!
