It is likely not penile cancer, however in my experience, it could very well be the onset of Peyronnies disease. If the is the case, his penis will begin to show a bend usually upward within 2-4 months. It is important if this happens to stretch the penis regularly to prevent the bend from becoming permanent. If you are lucky it will resolve itself in about 1 year.
If not surgery is the only option. See a urologist who specializes in peyronnies, but there is also lots of good general information on the net, if you want to understand the condition.
