If a business (not in NJ) made a refundable construction deposit to a mall in NJ and the mall did not refund the monies after well over a years time of eligibility, can the out of state business pursue collection activity against the mall? Thanks for any help here!!

As far as I know there is no time limit to collections. I have had to go after many people with very old balances. If it was a significant amount of money, I would certainly pursue it. Otherwise, contact a collection agency... they will be able to tell you if it is possible.
