I think these people are the scum of the earth along with gang members. And yes i do believe there is a special place for these sons of bi*ches. These people that do this probably love there computers. So in hell i believe they will burn extra hot while watching there precious computers get smash repeatedly for all of eternity.

No there's not. And I'm sure they all go to heaven because without computer virus writers antivirus companies wouldn't exist, computer technicians would lose job security, and the department of defense would have to think of a different way to spy on the computer systems of foreign governments. So, they help everyone's economy out.
Now if your question was "how do I remove w32.ircbot easily, to save me from shooting up my workplace" then some of use would give you suggestions. we've had it take down two computer labs at our university. but depending on what version you have, it's quite fixible and easy at that. If you are running any symantec corporation antivirus, there's a patch on their website for it, because it spreads using the open live update port. One of the versions comes off of myspace and sets itself up as a service on the computer so it can reload even if its not in the registry under 'run'. you can write a batch script to remove the frauded service and clear the infected registry key. and if the version you have is just the spyware version from 'winfixer' aka 'WinAntivirusPro' then uninstalling that software and doing a normal spyware scan from any real free vendor clears the virus right out of there.
I'm a PC Support Specialist and I feel your pain. I had to stay at work till 9pm one night cleaning the darn thing off.

well...you've not given us any idea what you've tried already, but here goes anyway: http://www.symantec.com/security_response/writeup.jsp?docid=2003-100713-2421-99&tabid=3
cardinal rules of dealing with viruses:
1. unplug the darned thing from the internet
2. safe mode is your friend
(press F8 during reboot to access safe mode)
as for your question... maybe. Chances are tho, that Bill Gates has an even more special place for making such a vulnerable operation system. ;-) Good Luck!!
