Abso-freakin-lutely! I encounter this on a routine basis, and remind him that there is a fine line between delegation, and abuse of privilege. Given the fact that I am his assistant manager, and perform within a managers capacity, he fails to realize that I can and will replace him...sooner than he thinks. He has forgotten that the toes he steps on today, are connected to the rear end he will kiss tomorrow. :)

Isn't that the way it usually goes...My boss comes in at 10am..goes to lunch at 11am.. and maybe comes back for an hour or two..must be nice!

Pretend you did it and when time comes for him to report to his boss about it, it won't have been done.
When he starts demanding why you didn't do it you said oh I thought you were just complaining about how you didn't have any time, I didn't know you wanted me to do your work, sorry mate.
