The only way is could be done is to hack into the Internet Provider the IP is assisgned to and find the log that says who was using the IP address at the specific date/time.

The address info can be requested by law enforcement.... otherwise it's private customer info owned by the ISP.

I would say the answer is yes it is illegal,
I live in the UK (not sure where you are) we have a law called the
Data Protection Act which basically says you are not allowed to obtain information about some i.e e-mail address without their permisson and helps it regulates questionaries and compititions.
Im sure it it must be illegal to obtain and use people e-mail addresses via IP addys it may come under hacking

It is illegal for any one but the government to do anything like that. They can contact your IP provider and use your IP address to hunt you down if they want. And company's like AT&T/ Yahoo Internet keep track and record every where you go when you use their AT&T browser according to an article I recently read. They have also pubicly stated that they are willing to hand those records over to the government any time Uncle Sam asks for them. So much for even the illusion of privacy any more.

I don't think that's even possible. I'm pretty sure you can use people's IP addresses to get an overall location, but not specific mailing address.
