go to a betting shop and place all your moey on the horse with the least odds, if you lose load your game up and try again. you can end up with more money than you'll ever spend. or do some side missions, they are good for money. you could also collect revenue from any buildings the generate it

Try to get a job like be a Paramedic or a Taxi driver. These jobs pay pretty well. And don't listen to that guy about the horse racing because every time I go there I lose every cent I have.

Or just kill people and take their money. Do ambulance,cop, or taxi activities.
Or bet on horse racing.

i would recommend using the cheat again because it should work if you keep at it. or try alternative cheats at ign (www.ign.com) if you dont want to use the cheats the only option is to kill kill kill to boost the money.
