D is the answer. All the others are true.

I believe you meant to type (-1/b)^-n, which when evaluated is (b/-1)^n. Notice that if n is an even number, then (-1/b)^-n = b^n/1 = b^n. If n is odd, it is equal to (b^n)/-1 = -(b^n), because -1 to any odd power is -1. So (-1/b)^-n is not always equal to b^n.
