Usually with a Volt Meter;
It sounds like it is the power supply, however, that is not always the case. If you can do it, I would open the box, and see if the lights on the Motherboard come on, if they do not, check the cables, try the Power again; if no sign of life, either get a new power supply, which is cheaper than a Motherboard, and if a New MB does not fix it, then time to upgrade or get a new MB

You can just open the case, stick multimeter probes into all of the power leads to a drive, any drive. If the multimeter doesn't crank up, you need a new power supply. It sounds as if you do anyway.

A big yellow volt meater sitck the ends in the 20 pin cable
power supply are cheap try this one

They do sell power supply testers at your local computer store (CompUSA, etc.) for about $15.

Use a tester. Don't buy any PSU that costs less than $35, remember you get what you pay for! Cheap usually means CHEAP!
