Why did you buy an animal to put it in a rice bowl? If you can't even provide him with a tank then I doubt he has a heating lamp to bask under and to get his UV rays that he needs to survive or a filter or anything else that they NEED. In your other question you said that you heard they don't live long, don't listen to the people who told you that for ANY advice since they have no idea what they are talking about.
Check out some online sites and learn the proper way to care for the turtle and either do what they say or return the turtle before you kill it.

He doesn't want to sit out in the open all the time - would you? Make sure you are feeding him (feeder goldfish are great) and that he has enough water. What would be great in the meantime before you get a tank would be to see if anyone has an under the bed plastic storage container you can have - you can do a lot of things with these and he will have room to walk around. You can even cut one side of a shoebox off and put it in upside down so he can hide in it.
Also -- GOOGLE on how to take care of him!!! If you can't take care of him properly and you live in a warm climate you really need to put him back out in the wild. He will eventually die

If you don't have heat on him, he's probably way too cold. If you can't afford everything at once, you should buy the setup BEFORE the animal, I suggest you do some research on what they need and get him properly set up soon, or else he won't last long. Turtle setups can be pretty expensive.
And in regard to your other question- Red eared sliders can live for a few DECADES with proper care. Whoever told you that they don't live very long obviously has very little experience with keeping them correctly.

It needs a tank- and a rather big one.
You can make a great cheap tank out of a plastic tub- get about a 25-35 gallon plastic tub (Rubbermaid brand, for example) for it.
I hate to tell you this, but unless you start giving the poor turtle the right cares it deserves, it will only last a couple weeks.

He is comfortable under it. He is wanting to sleep there. I never use a heat source myself. Is he a baby.? Be sure to break his food pellets into smaller pieces for him. I have 4 turtles. I've had one for 2 years this spring coming. One since the Fourth of July in 2006. And 2 for a couple of months now. They were all give to me as gifts and i haven't used a heat source. And there all doing fine.

So I take it that it doesn't have a basking light or a UVB light, you need them NOW! They are very important for the turtles health. If this turtle lives then it will get big and it will need a very large tank, don't be selfish if you can't afford it find it a home or rescue were it will be safe.

if you dont have heat on him then his internal organs are slowed down like he is going into hybernation so i would sugest puting heat on him he will be alot more active because his organs will be pumping and he will be looking for food.
