If she's in an emotionally abuse relationship then you, as a friend, should help her out of it. Also, it sounds like the kind of relationship it would be wrong to break up is gone. If you're interested in her, I say make a move.

Try suggesting it before actually coming all out with it. Give her a smooth transition. Does she have a counsellor to help her out with the issues she's having right now with her partner? It's emotionally difficult on someone to have an unhappy relationship like that. Maybe you should help her to get out of it and re-adjust before you make any moves -- otherwise she may resent you for it.
