I got the shield, but I have to go through the tough Henne mines to get the ribbon, it didn't spawn in the other areas the book says. Is it worth it?

Ribbon makes you immune to all status effects which is an amazing bonus so I'd say yes. The Henne mines aren't all that hard though so it's not a major undertaking, unless your only level 10 or something (Then you may have some issues).
Edit: The Ribbon won't eliminate status effects due to other equipped items, only if an enemy tries to poison you for example will it protect you.

The ribbon lets you use one accesory slot for 10~15 accesories worth of protection. That's almost always a good deal. If it lets you use a superior piece of gear without penalty, even better.
And please note that treasures in FF 12 constatnly respawn, grind back and forth on the map screen with the best spawn chance and eventaully the chest with the ribbon in itwill show up.
