The weather site that I find the best it http://www.weathertap.com/ you have to pay a fee to use, but it is very minimal.

Good question. I am sending you to the site below which is the Glossary of Meteorology on-line. It gives the scientific definition of any meterological term you are looking for. If you look in the adjacent column where these terms show up you will find the sky condition to be clear (clr), sct (scattered), brk (broken), etc. These are the terms that provide clarification to "few clouds", "fair", etc. But go to the Glossary and if that doesn't help do a search for "weather conditions definitions" which I am sure will lead to some additional information.
