naughty littluns seems to know how to do things you can't.
On an average machine, that goes through a proper driver installations (specifically in your case VGA driver) there would be an option to turn the monitor upside down, 90deg, 270deg, etc.
Usually you can access the driver option through the taskbar (near the system clock), if you're using ATi or nVidia VGA find for something like Catalyst Control Center (ATi) or nVidia Forceware (nVidia) for other VGAs you should looks for something that says anything about monitor and graphic. There should be an option there to turn your monitor to 0deg (the correct position)
Or probably some monitors or display device (like projectors) might be capable to inverting the display without the driver's help, you could check on the monitor also also.
Note: it is possible to close the VGA control center and it is possible to disable it's startup option, thus you won't see it in the clocktaskbar, if this is the case you should find the control center entry in program files.

I'm not dead certain but did have this problem at work. I think you need to press Ctrl, Alt and the one direction on the arrow key at the same time. The screen should flip round a quarter of a turn and then you need to do same again but may need to alter the direction you press the arrow key in. If it's not the Ctrl and Alt ones together, then try them individually with the arrow keys.

Ha ha very funny to the others! what you should do is 1 of the following. On the front of the monitor there should be a "+" & a "-" buttton which will bring up a menu which you can scroll up and down. One of them should say "reset to factory settings" select this and see what happens. Otherwise go into the control panel and select "system restore' to the last available restore point. Try this and see what happens.

Same thing happened when my 3 years old daughter did something with my computer. What you can do is just right click on the desktop and there will be one option called graphic option just click on that then you have an option called rotation, when you click on that, there will be 4 options like normal, 90 180, 270. Just click on normal. the screen will view become normal.
I hope this helps you

your brother might be playing old games which changes the computer's screen resolution in game's runtime and suddenly the game might crash at the middle so the computer's resolution changed permanently !!
so its simple !!
just try to change copmputer's screen resolution to default 800x600 in that upside down position then after your screen gets normal in 800X600 try the best suite resolution ie 1024X768 for 17' monitor or some other for lcd/tft monitors
how to change resolution ??
right click on desktop select properties select settings tab there you choose your preferred resolution
try it its preity easy

When that happened to my cousins computer, he just flipped the screen around and set it on a side so that he could see the screen the right way.

try using the menu on the monitor to have the screen flipped. If not then do a quick restore to yesterday or whenever it was last bookmarked.
