There are numerous possible reasons CD roms are not recognized:
1. CD rom drive is unplugged/is defective/has a defective or improperly installed cable.
2. The CD rom drive has incorrect jumper settings. Only one should be the master. Some computers are fussy and require them to be set at cable select instead of slave/master.
3. Software issues: Incorrect or no drivers installed. Software issues with Operating System.
Configuration issues. Malware Present.

Go to the device manager, tic on DVD/CD-ROM Drives. when that opens, right tic on the CD drive in question and select "uninstall" then restart the computer. This will force the computer to re-install the drivers for the CD drive. The drivers may have become corrupt for some reason.

its under Device Manager, if you had one previously installed, the best thing is to *remove* it under the Device Manager (right click on ur PC Icon, click Manage, look for Device Manager).

so remove any OLD one. Turn off ur PC, Install ur new CD ROM, Turn it on. Like above user said, WinXP will see the new device.

that said, i have seen when they are not recognized because they have an older previous driver already installed, so removing ur old driver is crucial
