In general parlance, project management refers to a management discipline. It focuses on a set of ideas and methods to break down a large task into smaller tasks, figuring out what each small tasks requires in terms of time, money, etc. to complete as well as how the tasks depend upon one another, and then how to track all those tasks as they are carried out to the overall large task. The discipline has developed particular techniques like work breakdown structures and Gantt charts to make this happen more easily.
Microsoft Project is a product designed to help people with some of those techniques like tracking the tasks or drawing the charts. It's a software tool like a spreadsheet, which doesn't do anything you can't do by hand, but jest helps you do them more quickly and reliably.
Project Management software is like any other tool in that you have to know how to use it and a certain amount of effort is required to use it properly. Often for small projects the calculations are simple enough and the overhead of arranging the details of your project and inputting them into a specialized program like MS Project outweighs the benefit of using it, unless you're into really slick Gantt charts. :-) However, if one is undertaking a large complicated project like overseeing the construction of an office building the payoff can be greater.
If you're interested, a good way to learn about it is to surf the business book section of your preferred bookstore and find a book on the subject that appeals to you. There are many good introductory books on the subject. Also, one of the links below might be of interest.
