Bolivia and Paraguay are both landlocked countries. In the past (late 19th century and the protracted Chaco War between Bolivia and Paraguay, which ended in the mid-1930s) access to the sea was an issue that led to, or contributed to, war. 19th century Bolivia had a narrow and hard to defend outlet to the Pacific which was lost when Peru and Chile combined to defeat Bolivia (and then fought each other about divisiion of the territory, particularly control of the nitrate-rich desert which conferred an important commodity positon in the world fertillizer market). Later, one of the contributing factors in the Chaco War was the effort to maintain or establish a dominating positiion in the river route to the Atlantic.

hmm I guess the amazon comes to mind - the amazon is shared with a number of countries and if some countries are logging it, it will ruin the ecology of all the countries....
