The answer isn't even close...

Maine has 3,478 miles of coastline (rounded off to 3,500 at the state's Web site).

Florida has 1,197 miles of coastline.

Remember: Every nook and cranny is counted, which gives Maine the advantage, especially with all of its islands.

Florida with it's Atlantic and Gulf coasts.

Florida, it's a peninsula so it has coast line on both sides. And it's all flat, no cliffs, so it's all useable.
