It is virtually impossible to eliminate a black market. The reason that a black market exists in the first place is that the activity or product that they are dealing in is illegal. The market for drugs is a black market, since the activity is illegal, but a market still exists for it. The "War on Drugs" is aimed at eliminating this black market, yet it has not done a very good job at doing so. The market is still alive and well.
There is a viable solution in that legalizing these activities would cause the market to move out of the underground. This is due simply to the fact that if something becomes legal, some consumers who were too afraid to partake in it because of legal action would come into the market, and sellers would no longer have to hide their activities. Prices would decline and quality standards would likely rise.
So yes, I would like to see black markets eliminated, as they often have some adverse effects. But the reality is that it would be quite hard to do so.

Hope this helps.

The only way to eliminate the black market is with a perfectly unrestricted economy ---- there is a demand for drugs, so as long as the "legal" sale is restricted, a black market will exist.

Will never happen. The black market is a market where people will sell you anything. It is just a name not a place to buy. Anyone who sells you anything that is illegal is selling in the black market. As long as someone will buy the market will never die.
