AM General makes the military HMMWV (High Mobility Multi-purpose Wheeled Vehicle). They also make the civilian version (Hummer) but it is marketed and sold under the General Motors name:
In December 1999, AM General and General Motors Corporation finalized an agreement to jointly pursue product, marketing and distribution opportunities for HUMMER. GM acquired the exclusive ownership of the HUMMER brand name worldwide and the current HUMMER was renamed the HUMMER H1. In 2002, AM General began assembling the HUMMER H2, a new "next generation" sport utility vehicle designed by GM, at a new factory in Mishawaka. GM now has responsibility for marketing and distributing all HUMMERs. Although GM acquired the HUMMER brand, they do not own any part of AM General.

The answer depends on what you mean by Hummer.
The original Humvee was and I believe continues to be made by a company called AM General. The unofficial name given it by our troops was "Hummer".
I believe GM has a licensing agreement with AM General to call the H2, H3 and the H2 SUT, "Hummers" and sell them as sisters to the original H1.
The GM products are basically upgraded Suburbans with a different skin on them and share no blood with the original.

The original HUMVEE as used by the military was made by General Dynamics. The "Hummer" line of vehicles is now made by GM.

A M General and they are located in Mishawaka Indiana. It's a really neat place and they even have a test track that circles the property. It's kinda neat to drive on the road behind the plant and see all the military vehicles awaiting shipment too.
