A hacker having your computer's IP address is like a burglar having your home address.

But usually hackers wouldn't be interested in the average person's computer and its contents, unless you made a hacker angry.

What is an IP Address

An identifier for a computer or device on a TCP/IP network. Networks using the TCP/IP protocol route messages based on the IP address of the destination. The format of an IP address is a 32-bit numeric address written as four numbers separated by periods. Each number can be zero to 255. For example, 1.160.10.240 could be an IP address.
Within an isolated network, you can assign IP addresses at random as long as each one is unique. However, connecting a private network to the Internet requires using registered IP addresses (called Internet addresses) to avoid duplicates.

What could you do with someone else's IP -- if it were abuse or phishing, you could report him/her to get him shut down.

Your IP address is nothing other than a physical location of your computer, there is nothing that can be done to you just from someone knowing your ip address for instance any time i communicate online with anyone my computer records their ip address this is pretty much public knowledge

IP address is just an address to locate your PC.

You can find out where the PC is located (country, state, city, etc...) and if you are really good, you could or are able to log-on on that PC and see the information on it or make it useless.

Breaking in is not too difficult if the PC is installed by novice.

It's like I have your home address and if I am good (the tools and knowledge), I can break in.
