Speed of electricity is NOT the same as the speed of the electrons.
Speed of electricity under the same (or similar) circumstances is as fast as the speed of light.
Both can be slowed considerably under the right conditions. You need to compare apples to apples, not apples and oranges.
Electricity (the field! not individual electrons) will get close to the speed of light, but a conductor will modify and slow that. Just like glass or similar will have an effect on light.
Mostly the maximum speeds for either are meant in a vacuum.
Electricity, think radio waves.

IfThe speed of light is faster than anything known. Howvere the speed of electrons is VERY close to the speed of light. If by electricty you mean traveling in a wire. That is much slower due to resistance. However, conductance is MUCH faster in superconductors, but requires expensive metals and super low temperatures.

to put it simply electricity is any and all movement of particles. What decides if it is light is if it is within the spectrum of hz. Sound is the same particles at the lowest spectrum 0 - 30k hertz microwaves are around 2.9 ghz infared is just below light, which is actually the smallest spectrum. The hertz of a wave determine how far it will travel if uninterrupted by friction. The lowest frequency will travel farthest. (red) There is really only one single element to all matter. All particles are made of the same stuff, only different masses. the electromagnetic is not a spectrum, but a field or force caused by the travel of particles. The wires that feed electricity to your outlets have a magnetic field around them intensified by higher current.

The speed of light of course. Electricity is flow of electrons and they being material particles cannot travel at a velocity equalling light. Once a circuit is completed, the electrical signal travels at approximately one tenth of light.

Light... In a good conductor like copper, because of dielectric constants, electricty (the electric field) travels about 2/3 the speed of light.
