after you wash your skin apply a mositurizer. This is essential since the mositurizer acts as a base for the makeup you are about to apply. Over the mositurizer you can put a primer but this is not essential. Then you need to place concealer over anything like acne scars or dark undereye circles. Then the foundation comes on. Make sure to use a foundation brush (lancome has a highly rated one among makeup fanatics) for a flawless finish. After the foundation I apply my eyemakeup. If you have really intense shadows on then you don't want to put on too much blush. If your eyes are made more naturally then you can use more blush. Lipstick should be last. Again if you have a lot of eye makeup then pick a neutral lipstick. Oh and after you apply the foundation but some powder over your skin.

Yes, actually, and it’s pretty simple when you think of the purpose each cosmetic product serves. Think of the products in terms of artists’ media.
Moisturizers, foundations and concealers are designed to even out the skin’s texture and tone. Moisturizer should be applied first (unless it is tinted moisturizer designed to replace foundation make-up and provide lighter coverage). Next, you apply the concealer to cover any prominent blemishes or discoloration of the skin. Foundation is then applied to even out the skin tone and blend away minor skin color variations (blotches, pale freckles, etc.). If you prefer using a tinted moisturizer instead of full-coverage foundation, you can skip the moisturizer step, and simply apply it after using concealer if needed. The result at this point should be a clean-looking, smooth complexion upon which the rest of the make-up is applied.
If the skin appears too shiny or you have oily skin, this is the point at which you would use translucent powder to set the foundation and give a matte appearance to the face.
The next step is to apply contouring cosmetics – eye shadows and blusher. These are applied in whatever manner is esthetically pleasing to you to achieve whatever effect you desire. The look can be soft and natural, or bold and dramatic. Whichever look you want to achieve, be sure to blend the make-up carefully to avoid demarcation lines and give a professional look.
The last step is the detailing. This is where you apply eye brow definition, eyeliner, mascara and lip color. All of these are products that you don’t want to have smeared or obscured by the other make-up products and therefore should go on last.

It's all about personal preference.
I usually start with eye makeup [shadow/liner/mascara], cover up/blush, brows, and lips.

Not exactly. Different people use different steps.
The one that works great for me is:
Applying lotion before anything (to make my make-up better and easier to put on)
Next, putting on concealer (to cover up any dark circles, or acne, scars..ect.)
Then, putting on foundation.
Then, putting on bronzer.
Finally, I put on my eye make-up (eyeshadow & mascara).

Hope I helped =D
