I left this job nearly a a year ago, on less than amicable terms. Details are unimportant, suffice to say that job was a mistake. But since then I have moved out of state and left a mail forwarding order with my last post office. It is now nearly the end of February and I have not received a W2 from him. I sent a letter asking to send it to my current address and he replied that he had sent it and that it was no longer his problem, dismissively referring me to the post office and the IRS. I don't think I was being unreasonable asking for a duplicate, considering I never received anything from him in the first place. What recourse do I have here?

Ask the IRS for the form. Your former employer can actually charge you for a duplicate form if he wants to. The employer mailed it to the last address that he had on record which is all he needs to do.
