wrap them in plastic or coat them with water proof coating? It seems so simple and would prevent so many problems.

You need more then that. My mother-in-law has done a lot, short of spending thousands of dollars and nothing works. My house is on a slab because the water table is so high.

All the builders I know do coat the Foundation. It's required by local regs. The problem lies in that building codes give the very minimum they will except and that's not always good enough. But the builders only give what they absolutely have to by code and no more. It's all about making money. You should try to get your local Building dept. to raise the level in the code. Make it more stringent and the builders will follow.

Most new construction will have some sort of water proofing applied to the foundation. But there are alot of older homes still around that built before there were any such requirements.
I live in a home that was built in 1915.. the foundation is made from stones and morter. Imagine that!

codes have a set of rules, wether they are right or wrong is a matter of opinion. Whether they make money for the gov. is why they are used.
