It's probably referring to the fact that food usually goes bad after the 'sell-by' date on the package. So I guess they're saying the body is decomposing.

It probably means this woman buried in the waste dump is decomposed. Sell by in this sentence is used like a perishable item sell by date, like milk or yogurt. "best if sold by this date"

probaby means shes decomposed to such an extent you cant even do an autposy on her to find out how she died !!
