Government, doctors, scientists, police, firemen, teachers, and basically anyone "important" that apparently knows better than you do about what you can do, or want to do, or won't do. It really goes with the context of the question, but mostly it is someone who is supposedly "better educated" than you or "more important." I don't beleive any of that, but usually thats what it means.

Ever heard of a straw man? That's who "they" are - unnamed and unnameable "experts" whom we make up on the spot and "quote" as proof that our opinion is the only correct one. We do that in instances wherein the topic of discussion is actually one of which we are woefully ignorant, but not wishing that fact to be apparent, we hide by quoting these unknown "experts". It's like we're saying "I know you don't particularly agree with me, but I'm right because "they" say just what I'm saying..." Too few people realize how their reference to "they" makes them sound profoundly stupid!

Maybe they are someone who has went through the same thing before. Or maybe they are just jerks and have nothing better to do than interfer with your life.
