sounds like you have a home page hijacker virus. You need to have it thoroughly checked for viruses and spy ware.
What is your new homepage, by the way? About.blank maybe?

It will allow you to select and save a home page, you just have to take more steps to do it.
Open your Internet Explorer. Click on TOOLS. Click INTERNET OPTIONS.
Set your home page. Unfortunately it only pops up automatically on the original tab. When you open the next tab, just click the icon of the house on the tool bar, or type Alt+M

If you are using the Norton Anti Virus (or any other Anti Virus application) it will block the Homepage. Check Norton/ Anti Virus application settings to unblock the homepage settings and allow you to set the homepage....
Some times this could be with the Spy ware or a Virus program, scan the computer for virus...
