"When" is actually different I think in every person depending on the conditions, event, state of mind of a person. I would, however, say that in general, a person shows a lot (extreme) of emotion when they cry uncontrollably, laugh until it hurts, shouts out in anger and has to be restrained in order to be controlled. There are probably more examples, but I do not believe there is just one answer. Good, and very interesting question though!

there is so many reasons to show emotions, such as: a wedding watching two people open there hearts to each other is beautiful, a funeral losing someone who has always been there for you is like having your heart torn out, a birth bringing a baby into the world, a first step, a first kiss, a first heartbeat, watching your child become an adult, watching your child leave for war. So many ways everyday to show emotion.

When they ring a call centre and give the poor person on the other end loads of grief over something which if they took time to think about isn't really that important in their life (or if it is they haven't got much of a life!)

There is no definitive answer.
We are all different.
What makes one person upset, might reduce another to tears of laughter....
Inebriation can cause our inhibitions to lower, with the result that we are often more emotional when a little tipsy.
