my sisters son is uncircumsised and last night when she was givinh him a bath she asked me if it was normal that the foreskin did not go back all the way to reveal the head. she says her son is in no pain, and it does not look swollen, but the skin will only pull back enough to show his pee whole. so is it that he is to young for it to not to pullback all the way?

It is normal at this age for the foreskin NOT to retract! Your sister should leave it alone. When he is a bit older, she can encourage him to pull it back himself. That way he will not pull too hard and damage the area. There are a couple of good articles she might read at http://www.cirp.org/pages/parents/

There is no defintive answer - but generally speaking by his age it probably should be possible to pull it back. At birth, the skin of the glans and foreskin are usually 'fused' so it is not possible to pull back and over the first few years of life this breaks down.

Your sister has two options - depending how concerned she is about it:

1. See a doctor/urologist to have it checked out - they will probably attempt to pull it gently back and see if there is any problem - eg tightness of the opening etc

2. Either encourage the child (nothing wrong with it) or do it herself to gently pull it back whilst the child is in a nice warm bath.

It's very normal. A study in Europe found the average age of the foreskin to slide back was 10. It doesn't need to be pulled back regularly until puberty. It's currently "attached" to the head to keep it protected to prevent dirty stuff from going it. It also keeps the head sensitive for when he's a man and ready to use it. :) (it'll separate at or before puberty when he begins to wash and/or masturbate)

it'll eventually over time widen while he touches it etc, sometimes it doesn't come out till mid teen's and if it doesn't by then and it's an issue for them he can just pull on the hole a few minutes a day for a few weeks and then it'll widen

It's OK. His mother should start pulling it back slowly every day.
The foreskin needs to start stretching back. As time goes on it will become loose.

Yes its normal its something called phismosis or something ill just check phimosis so yeh i was close :D its not uncommon and i know myself of sufferers at my own age :)
