You can have 3, 5,7,9 it depends on numbers of family members one has. dining table with 2,4,6,8,12,24 are common, its traditional. But u can have odd number of chairs also. its as easy....

To answer directly, a nice table easily handles four people hence four chairs but the same table will typically have a leaf to expand the table length and allow the use of six chairs at the same table. This rational can also be applied to an eight chair set with two leaves. It just makes the dining configuration flexible.

That said, the following also applies:

Little breakfast sets can have as few as one chair, although, most do have two. Many sets are available with four. As you noted many have six, eight is not uncommon and if you buy at some places you can purchase the table and as many chairs as you see fit separately.

Depending on the size of the table will dictate how many chairs will fit comfortably. Larger tables are usually priced with 6 chairs. However, many sets are advertised, showing 6 chairs, but look closer. In smaller printing you should read the statement. "priced with 4 chairs". By viewing picture, the reader will assume that the price includes what is pictured. (All 6 chairs)! Also, some manufacturers offer dealers a better bargain price if they purchased 6 chairs instead of 4 which increases the manufacturer's sales volume.

not all dining tables have 6 chairs.

It really is the smallest practical size ~~~~ if you bought a table that seated only 4, it is a little small ... you would soon be wanting one that seated 6 because you need the room .... it is not such a big table after all ..Peace & Love

Maybe because mum & dad need a seat and on average there used to be 2.4 children per family so mum & dad and to kids and maybe a set of grandparents was the most common so it stuck!
