Every singer is a musician, but not every muisician is a singer. Professional singers take voice practices so they can use their throat as a musical instrument! So they are musicians. But I'm sure that there are many many guitarists with horrible voices.

Good singers are definitely musicians. Some "pop" singers are just models, but some are musicians. But what would I know? I'm just a drummer.

definitely. a singer has to create a melody to sing over the music written, and since the melody is notes harmonizing over another melody(the music), I consider them musicians with a little extra talent that more people appreciate in the popular field.

If you can't recognize a song by the music, you can nearly always recognize a voice.
