None. all of the NBA hall-of-famers made the All-Star team at least once.

If you think about all the fall of famers, many didn't make any all-star game because they weren't players...

As for the players, beside if they didn't have an all-star game when they were playing, they all make it to at least once all-star game, all of famer meaning he was an all-star.
