8 people, one with good reason, suggested he might be mentally ill.
It seems unusual behaviour could often be put down to mental illness.
If we don't understand someone, they might be mentally ill.

In the town where I live, I don't think it would even register a look!
I would think I maybe was hitting the whisky too much!! We do have a local transexual who has now achieved 6 inch heels which I couldn't do, and pink cords, with a rather snazzy pink fleece !! Best of luck to them all I think. Probably it was a superman wannabee.

The United Kingdom cartoonist Steve Bell famously lampooned ex-Prime Minister John Major as wearing his underpants outside his trousers. So if I saw somebody doing that in public he might be making a joke about John Major.
Incidentally, history suggests that John Major wasn't as stupid as he was made out to be at the time.

I will never laugh. Because yesterday's fashion today's humbug and the same is vice versa. Who knows it may turn as a fashion in future.
I feel, whatever is popular need not be what is right, whaterver is right need not be what is popular.

I would suspect he was mentally ill and start looking around for his carer, or some way to get him help.

honestly i would look at all of him and think that he either needs help or hes got enough guts to own up to a lost bet. if hes cute, i might have to hook up with him and help him get back in line : )

He would be suffering from Dementia or Alzheimer's disease. My X did this and it's not funny.
