Also, what makes them legal? To me, they sound a lot like legal extortion ("if you wanna live here, you gotta pay our dues, and follow our rules"). How is it legal for an organization other than a state or city government to require you to pay money to own a house in their area, and have the power to put a lien on your house if you don't? Can someone lead me to the answers on this one?

I don't know then they started. Probably the first time some one parked IN the front yard, had trash all over and painted their house lime green. The homeowners associations are legal. They have guidelines they have to follow. Much of those fees pay for the common areas into and around the neighborhood. It keeps the property values up. Would you spend a bunch of money to move in next to a dump? If you want to live in an area where they are not parking a semi in their front yard and have guidelines as to the type of homes and colors of homes that can live in, then those areas are for you. If not, live somewhere else and don't complain about your neighbors lousy property upkeep or color of their home.

A HOA is a legally sanctioned body designed to manage and facilitate common property within a condominium, co-op, or townhouse development. It is not extortion. It is a composed of a board of unit owners who are governed by bylaws of the complex and must operate within the real estate laws of your state. If you choose to buy a condominium you are also agreeing to take partial responsibility for the maintenance and improvement of the common areas as well. That's what you pay your monthly dues for. It is a product of communal housing where everyone has to chip in to get the grass cut. There is nothing illegal or unethical about it and in fact is required in most states.
