do you know the title of the old film about a race horse featuring the song jeepers creepers?

the film is black and white and is a comedy. it was played on TCM about a month ago. I don't beleive it's called jeepers creepers because none of the descriptions i found match the movie.

no.. no a day at the races. theres no sanitarium in this movie... there is... a guy who pretends to be a famous horse rider but really isn't then he's made to ride this wild horse named jeepers creepers.
