Tuition is the fee that someone pays to attend a school or take a course. I think that you want to say "start online tutoring."
It is legal to charge someone for tutoring and you can do this in the form of a website. If people are going to be using their credit cards to pay you, then you need to make sure that you have a website AND that it is secure so that they can make payment. You may want to check into whether or not you can use paypal. That could make things a little more simple for you.
Creating your own website and marketing it can be very time consuming. If you think that you can do this and have the time to dedicate to it then I suggest you check with local schools to see if you can take a class and learn the basics.
If you do not think that you can do it yourself then I suggest that you check into companies that can help you to create your own website. They can make sure that you meet all of the requirements for the country/state that you live in and this way you can be sure that you will not have problems in the future.
I also suggest that you have someone proofread your work to make sure that the English is good and people will understand clearly what it is that you are selling.
