add up the number of valence electrons for each element: Sulfur has 6, carbon has 4, nitrogen has 5 and add one more for the negative charge, so there are 16 valence electrons in that ion.

The number of valence electrons for any atom is just the number of electrons in its outermost shell of electrons.
