A slap on the thigh - no. If you put your hand on my thigh and left if there or gave me a squeeze on the thigh - Yes I going to think you are interested in more than friends. Also depends on your eye contact and other body language. Also how well I know you, where we are at the time, am I involved, are you involved?

Depends on the situation, but if you put your hand on my thigh and left it there, absolutely. If it was just a quick thing to enhance your point or grab attention, nah, i would brush it off.
