just got it brand new lastr year and it was fine. But this year i cant get it to start, got all the oil and gas mixture in. Its a rope pull starter. Is there something special you need to do when you restart it for first time after a year off?

Could be a frozen gas line or carb, get it into a warm garage if possible. Change to new gas{allthough it should still run on last years}. Try a small about of gas line anti-freeze. Check plug and make sure it is dry, if it is then put a few drops of gas into cylinder{plughole}. If the plug is wet then you may have bad gas or an electrical problem

Does it still have gas from last year? If so, put some fresh gas in it. Take the spark plug out and clean it.

Not to imply you are an idiot or anything, but do you have the key turned on, the throttle wide open? Its just a little confusing for me, since my snow blower is several years old, and it started right up this winter.

Drain the old gas. Get a new fuel filter and spark plug. Refill with fresh gas and a bottle of fuel line antifreeze, fuel system cleaner or both. After you get it running - which should be quite simple if you follow the above suggestions - use some Stabil to keep your fuel fresh and carb clean for the next storm.
