When looking for a job, many companies do not list the salaries or the pay for the job they are offering. Why would they not? Wouldn't it waste their time and the applicants time to go in for an interview and to find out they are not going to pay a certain amount? If they do not list a pay, does it mean that it is a lower paying job for that field?

Not necessarily. Most Companies don,t list it for several reasons. If you are applying you may ask for less then they are willing to pay. They'll get a greater response by not giving a number up front, therefor they can pick and choose the right person for the job and make him/her an offer. It's all just a part of doing business.
