The IRS has a history of extortion and most Americans seem willing to comply without questioning it. This year I will file another zero tax return. But if you want to pay that's fine by me. It's your money.
In my area the IRS has quit foreclosing on people's homes after an old friend of mine fought back and won. There's nothing in the law that gives the IRS the authority to take someone's home. But people in America rarely have much of a clue as to what's going on.

Absolutely, but often times people get away in the present and then are captured later in life and made to pay for their crime. Advances in technology have made the cold case investigation successful. DNA samples are used to catch and prosecute criminals who have committed crimes in the past that they thought they have gotten away with. But specifically to your question, yes I am sure that people have committed crimes to which they have never been arrested or prosecuted.
