Petite Sophisticate (but they are kinda pricey) if you are looking for business style clothing.
Target is pretty good for any style of clothing.
Old Navy, Gap, American Eagle, Forever 21 for casual clothing.

As mentioned previously Petite Sophisticate is good. You should also try Express and Limited because they have sizes starting at 0 and offer short, average, and long lengths. I am also petite and I buy most of my pants from The Limited.

The gap had alot of petit clothes, also try delias the cataloge. Alot of online site have clothing for petit woman.

Try Forever 21 all of there cloths run so small.
