Both. My cousin Tolanda was called Tony and now Toni. Until the 1960's very few people ended their name with an "i". By the time I was in school it was about 50-50 with a few more girls still using the "y". With only Antoinette shortened to Toni.

People usually choose which ever they think is cool at the time.

Victoria would always be used fully in Europe. Only in the states do we shorten the name to Vicky, Vicki, or Vykii. I know people who use all four spellings. It confuses many foreigners.

Today I see the "i" more often

Either one would actually be acceptable, though most people use Toni for girls.
