The Truman Doctrine is a philosophy, a statement of policy. In essence, Truman said that the United States would oppose the Soviet Union and Communism wherever they wanted to expand around the globe.

The Marshall Plan was the concrete part of the Doctrine. The United States spent billions of dollars to reconstruct Western Europe to thwart the political ambitions of Communists, who wanted to control all of Europe.

The only place Communism was a serious political entity from 1945 to 1990 in Western Europe was Italy, and at some times, France. There were Socialist governments, but even they tended to be pro-western.

So to clarify: The Truman Doctrine is the WHY, the Marshall Plan was the HOW.
