If someone is spamming you or pestering you after your transaction has been completed, report them to eBay. They will take action.

I say it depends on whether or not they are a power seller. Power sellers can scam you, get loads of negative feedback and nothing happens to them.
I got into a dispute with a guy who has over 60 negative feedbacks for scamming people. Ebay did nothing. I finally disputed it thru paypal and they got him to send it I guess by freezing his account.
Ebay talks the talk but they don't walk the walk!

no you can't. if he is harassing you report him to ebay and they will fix the problem.

no you cannot but you can block him from your msn and if he is still contacting you then i would report him on ebay,.they eill do summet about it xx
