In an official competition this year, that would be :
Hands = Jeff 'Sneak Attack' Guthery with 1,054 strokes per minute
Feet = Mike 'Machine' Mallais with 978 strokes
Others said Art Verdi is the fastest..
In a musical band, I would say these guys are uber fast :
Travis Smith [Trivium]
Martin Lopez [ex-] and Martin Axenrot [Opeth]
George Kollias [Nile]
Cory Grady and Zach Gibson [both ex- Black Dahlia Murder]
Dave Mackintosh [Dragonforce]
Neil Peart is very fast, but nowhere near as the list above..

Paul Bostaph from SLAYER is the fastest I have ever seen.
Animal from the Muppets.
Travis Barker from Blink 182.
Joey Jordason from Slipknot.
Ginger Baker is the best ever though.

That's tougher to answer today (2007) b/c of the endless supply of power metal bands (e.g., Dragonforce etc) out now. They ALL seemingly play at 1000 mph.
